A Major Zoning Shift Could Transform a Popular Pembroke Pines Shopping District
This week, the City of Pembroke Pines will review two related zoning proposals that could pave the way for over 300 new apartments at The Shops at Pembroke Gardens.
Developer FR Pembroke Gardens, LLC is seeking to reclassify a portion of the property from commercial-only to mixed-use — allowing residential development alongside retail.
If approved, the plan could significantly alter how this high-traffic area functions.

What’s in the Proposal
The proposed zoning changes — identified as ZC2024-0002 and ZC2024-0003 — affect 40.89 acres on the south side of Pines Boulevard, between I-75 and SW 145 Avenue. The developer has requested:
A zoning map change from Planned Commercial District (PCD) to Mixed Use District (MXD)
A text amendment to revise design guidelines and the master plan
Approval to build 308 ± multi-family dwelling units, including 44 flex units
These changes would introduce a residential component into a commercial area that’s currently home to popular shopping and dining destinations.
What It Means for Pembroke Pines Real Estate
No final decisions have been made yet, but if approved, this proposal could impact:
Housing inventory: Adds new multi-family units in a prime, central location
Community layout: Introduces a mixed-use model not currently found at Pembroke Gardens
Traffic and infrastructure: Brings more density near a major intersection and interstate access
This item will be reviewed by the Planning & Zoning Board and may move forward to the City Commission in the coming weeks.
